CALL FOR PUBLIC REPRESENTATIONS ON THE PROPOSED AMENDMENT TO THE INDIVIDUAL
LICENCE TO PROVIDE PUBLIC TELECOMMUNICATIONS SERVICES IN THE REPUBLIC OF
MALAWI AWARDED TO CELCOM LIMITED

The Malawi Communications Regulatory Authority (MACRA) would like to inform the general public that it intends to
amend clause 30.1 of the Public Telecommunications Services License that it awarded to Celcom Limited (Celcom) to read
as follows:
Clause 30.1 NETWORK ROLL OUT
30.1 "The Licensee shall roll out and commence provision of its fixed or mobile voice telephony services to the general
public in the Coverage Area set out in Phase One of Schedule 1 within Seventy five (75) months from the Effective Date
failing which this Licence may be revoked in accordance with clause 27 hereof.

Schedule 1 of the licence will accordingly be amended to provide for Seventy five (75) months from the effective date
as the rollout period for areas covered in Phase 1 Rationale for the Amendment The proposed amendment is being made
following Celcom's requests for a twenty four (24) months’ extension of network roll out period from 28th July 2016.
Celcom failed to rollout its network within the initial period due a harsh economic environment and difficulties in
financing of roll out plans.

Call for Representations
Pursuant to Section 23 of the Communications Act, Cap 68.01 of the Laws of Malawi, and Clause 34.3 of the Licence,
the Authority would like to call on the general public and all interested persons to make representations on the proposed
amendments.

All representations should be sent via either by surface mail or e-mail to the address below by close of business on 2 nd
December, 2016.
