MALAWI COMMUNICATIONS REGULATORY AUTHORITY
CALL FOR PUBLIC REPRESENTATION ON CONVERGED LICENSING FRAMEWORK (CLF)

In line with the objective of fostering the development of the ICT services sector in accordance with technology trends
and recognized international standards, the Malawi Communications Regulatory Authority (MACRA) intends to migrate the
current licensing framework to a Converged Licensing Framework (CLF) for the telecommunications and broadcasting
sectors.

In recent years, the world has witnessed the convergence of services such as the telephone, internet, radio and television
onto a single delivery platform allowing the end user to access multiple services using a single medium. Convergence has
become crucial in today.’s modem world as it facilitates flexibility in terms of service provision.

These services can only be available where the licensing framework has converged to take into account such
requirements and at present the licensing framework is not yet converged and provides for distinct licensing structures.

MACRA has therefore developed the CLF to facilitate the introduction of a new licensing framework for the
telecommunications and broadcasting services whose boundaries have been blurred by technological advancements.

It is for this reason that MACRA is calling for comments and input from stakeholders as well as the general public on
the proposed CFL in order to solicit a better understanding of the various requirements.

The CFL concept paper will be made available to all licensees and key stakeholders. The general public can also access
the paper by login on to www.macra.org.mw.
